The city of Jericho was the firstfruits of the Children of Israel’s faith possessions in the Promised Land, and it belonged to God.  Achan tried to keep some of the spoil from Jericho, and God considered it stealing from something He had declared to be holy and set apart for Himself.  Just as in the Garden of Eden, God has the right to keep some things for Himself exclusively, and we are not allowed to partake or keep it without His express permission.
